TEFA 2027-28: what Houston families should do before the next window

Dates aren't set, but the documents that sank year-one applications are known. Here's the checklist.

The Comptroller has not announced 2027-28 application dates. Families who were not awarded in year one must apply again; current participants in good standing do not.

Year-one ineligibility most often came from four things: pre-K applicants who did not meet the narrower pre-K criteria, income that could not be confirmed, citizenship or lawful presence that could not be confirmed, and Texas residency that could not be confirmed.

Income is verified with a federal Form 1040 — pay stubs and W-2s were not accepted. Residency is checked against a Texas driver license or ID, with a utility bill, lease or mortgage statement as backup.

In year two, siblings of current participants are prioritized first, then new eligible applicants, then former participants returning from public school.
